The Belarusian Association of Research Centers (BARC) is a coalition of independent Belarusian think tanks created in 2020 as a response to new political challenges for Belarus. The association brings together key Belarusian non-governmental research organizations.
All think tanks have a long history of professional activities in various fields of political and social sciences.

What are we doing
The association coordinates Belarusian independent think tanks by organizing professional events, to support networking and knowledge sharing in the research sector and, in general, intra-sectoral cooperation. The association has demonstrated research results to European politicians and experts in Brussels, Berlin, Prague, Warsaw, Vilnius etc.
One of the priority tasks of the BARC is the integration of Belarusian non-governmental analytical centers into the international research sector. First of all, establishing contacts with European colleagues to strengthen capacity through side sessions at international platforms (GLOBSEC, International Congress of Belarusian Studies, Belarus Future Forum) with a BARC presentation panel.
The Institute of Political Studies “Political Sphere”

The Institute of Political Studies “Political Sphere” is an independent research organization focused on political science, sociology, history, and cultural studies. It specializes in empirical and comparative research related to Belarus and the broader Eastern European region. The institute publishes academic journals such as Political Sphere and the Belarusian Political Science Review. It also organizes scholarly events, including the International Congress of Belarusian Studies and expert meetings such as the Belarusian-Polish Skirmunt Forum and the Belarusian-Ukrainian Astrozhsky Forum. The organization aims to support academic research and foster informed public debate.
BEROC

BEROC is a prominent research center in the field of economics, with a mission to promote public dialogue on economic reforms in Belarus. To achieve this, the center conducts academic research, provides policy advice, and offers educational programs for various groups. BEROC also established the School of Economics and Business at the European Humanities University, which features a full-fledged Bachelor’s program. In order to ensure a high level of research and education, the center has created a network of economists of Belarusian origin who have earned PhDs from leading Western universities.

The Belarusian Center for Public Administration Reform and Transformation (BIPART)

BIPART is a Belarusian think tank in exile, founded in 2012. We focus on governance, public administration, and public finance in Belarus, combining deep local expertise with independent, evidence-based analysis outside a repressive environment.
In a context where open discussion on reform is severely limited, BIPART helps shaping a forward-looking vision for democratic change. We offer international partners context-based research and a strong understanding of Belarus’s political and economic dynamics. For Belarusian audiences, we provide accessible insights into how public administration works and how it can become more effective, filling a critical gap in public debate.
We produce research, policy recommendations, expert blogs, and educational programs in partnership with universities.
